Hi, I recently stumbled on this yesterday after receiving this as a recovered Nightwave act for 7000 standing. Simply put, I went to an earth mission with a Twilight apothic with me. I located the Silver Grove and used the apothic and then killed the specter. Supposedly, this should complete the act but it didn't.
