Villagers cant access workstations that are raised 1 block or higher off the ground, so if for example you have placed a brewing stand on a table and there is no way for the villager to stand on the same table next to it, it wont see it as a valid workstation. Also neither beds nor bells are required for villagers in java edition to work.
