While I agree that the hood needed to be balanced from it's original version -- a 40% hit to damage, while tolerable (aka not a crippled item), still feels like too much. The design issue here is how to make the item both balanced and fun. And IMHO; the item is currently balanced, but it is no longer fun.The Spectre Pickaxe is a Hardmode, post-Plantera pickaxe. Spectre hood armour WAS already nerfed HARD into the ground, making solo fights last well-over 5 minutes, in exchange for a tiny bit more death prevention. Removing the healing against the moonlord was absolutely not nessecary, especially when seeing how people can already kill the boss with other methods.
